Citizen Researcher Dr. Larry Kawa has released Hillary Clinton’s SF-312 after receiving these documents through a Freedom of Information Act (FOIA) request.

Citizen Researcher Dr. Larry Kawa has released new Hillary Clinton’s Security Clearance documents that were provided to him by the U.S. State Department.

After submitting several Freedom of Information Act (FOIA) requests, the State Department released a copy of Hillary Clinton’s signed SF-312, which can be viewed with the link below:

Kawa then reviewed the National Archives for more information regarding the SF-312. Under the section “Background and Purpose”, it clearly states that the SF-312, which is the second requirement for access to classified information, “is a contractual agreement between the U.S. Government and you, a cleared employee, in which you agree never to disclose classified information to an unauthorized person.”

A closer inspection of Mrs. Clinton’s SF-312 shows that, while Mrs. Clinton signed the agreement it was never signed and accepted by the United States’ government.

Kawa has also stated that “a nondisclosure agreement is a necessary document in order to have security clearance. An agreement that has not been countersigned is not an agreement at all as you cannot make an agreement with yourself. In my opinion, without this agreement, security clearance should not have been given as documented in the archives.gov link above.”

Furthermore, in the SF-312, under section 7 it says in regards to classified information and state department property, “If I do not return such materials upon request, I understand that this may be a violation of Sections 793 and/or 1924, Title 18, United States Code, a United States criminal law.”

According to the Washington Post, in a March 2015 statement, Hillary Clinton said,” after I left office, the State Department asked former secretaries of state for our assistance in providing copies of work- related emails from our personal accounts. I responded right away and provided all my emails that could possibly be work-related, which totalled roughly 55,000 printed pages, even though I knew that the State Department already had the vast majority of them.”

According to ABC News, the FBI has uncovered an estimated 15,000 emails which were not turned over by Mrs. Clinton to the State Department upon request.

Kawa further asserts that his “reason for requesting these documents through FOIA is to make sure that everyone is accountable in government. It is the citizen’s responsibility to make sure that our government is working for us as they should be.”

In addition, Hillary Clinton nor anyone from the State Department signed the Security Debriefing Acknowledgement at the end of her form SF-312.
